Referee Promotion

Several match officials wish to progress to the next level as a match official, below is a guide to what you need to do in order to achieve this depending on your current level of refereeing.

Criteria for all Match Officials

In order to be considered for promotion, all match officials are required to have the following in place; 

  • Be a registered referee for the current season.
  • Ensure that you have a good level of administration. 
  • Ensure that you are regularly available for County Cup fixtures throughout the season. 


There are several other things that will be required of match officials, however these differ for each level of promotion and further details can be found below. 


Level 7 to Level 6 Junior County Referee to County Referee

  1. Be a registered referee for the current season.
  2. Ensure that you have a good level of administration. 
  3. Act as a Referee in at least 25 fixtures. (a minimum of 10 must be in football that is U21 and over)
  4. Act as an Assistant Referee in at least 5 fixtures. (these fixtures must be in open-age football)
  5. Complete two pieces of FA Refereeing CPD as directed by the Amateur FA Referee Department.
  6. Complete a Laws of the Game exam throughout the promotion period.
  7. Receive two visits from a Match Day Coach that will be appointed by the County FA throughout your 25 fixtures.


Please note that there is no time limit to complete the individual game count, however the FA Refereeing CPD and the Laws of the Game exam must be completed within 12 months of you receiving your promotion.


Referees who complete the criteria for promotion to Level 6 will only be promoted should this be approved by the Amateur FA Referees Committee. 


Level 6 to Level 5 County Referee to Senior County Referee

  1. Be a registered referee for the current season.
  2. Ensure that you have a good level of administration. 
  3. Act as a Referee in at least 25 fixtures. (all games must be in open-age football)
  4. Act as an Assistant Referee on at least 5 fixtures. (all games must be in open-age football)
  5. Complete three pieces of FA Refereeing CPD as directed by the Amateur FA Referee Department.
  6. Complete a Laws of the Game exam throughout the promotion period.
  7. Receive two visits from a Match Day Coach that will be appointed by the County FA throughout your 25 fixtures.


Please note that there is no time limit to complete the individual game count, however the FA Refereeing CPD and the Laws of the Game exam must be completed within 12 months of you receiving your promotion.


Referees who complete the criteria for promotion to Level 5 will only be promoted should this be approved by the Amateur FA Referees Committee. 


Level 5 to Level 4 Senior County Referee to Step 5/6 Referee & Step 3/4 Assistant Referee

  1. Be a registered referee for the current season.
  2. Ensure that you have a good level of administration.
  3. Pay a deposit fee that will be communicated to you at the application stage.
  4. Act as a Referee on at least 15 fixtures. (all games must be in open-age football)
  5. Act as an Assistant Referee on at least 15 fixtures. (all games must be in open-age football)
  6. Attend a Level 5-4 face-to-face Promotion Seminar hosted by the Football Association. 
  7. Complete five pieces of FA Refereeing CPD as directed by the Amateur FA Referee Department & FA Referee Department.
  8. Complete three Laws of the Game exams throughout the promotion period.
  9. Be observed at least four times with an overall average mark of at least 71.
  10. Successfully complete a fitness test during the period 1st January to 31st December. The fitness test will consist of the following;
    1. 17/22 interval run.
    2. 2 x 40 meter sprints in under 6.2 seconds.


The level 5-4 "Seasonal" promotion season will commence on the 1st August each year and individuals joining at this stage will be eligible for nomination for promotion at the end of that playing season.


The level 5-4 "Annual" promotion season will commence on the 1st January each year and individuals joining at this stage will be eligible for nomination for promotion at the end of that playing season.  


All officials that are nominated will be informed and should they be successful, will be required to attend a New Level 4 induction day that is run and administered by the FA. 


Referees who complete the criteria for promotion to Level 4 will be nominated to the FA and the FA will then decide on who is promoted based on official requirements at that level and the average marks achieved. 


Level 4W to Level 3W Womens Regional Referee to Womens National Referee

  1. Be a registered referee for the current season. 
  2. Ensure that you have a good level of administration. 
  3. Pay a deposit fee that will be communicated to you at the application stage.
  4. Act as Referee in at least 20 fixtures. (15 fixtures must be within Tier 5 or 6 of the Womens Game)
  5. Act as Assistant Referee in at least 3 fixtures. (all games must be in open-age football) 
  6. Be observed at least four times with an overall average mark of at least 71. 
  7. Complete five pieces of FA Refereeing CPD as directed by the Amateur FA Referee Department & FA Referee Department. 
  8. Successfully complete a fitness test during the period 1st January to 31st December. The fitness test will consist of the following;
    1. 17/24 interval run.
    2. 2 x 40 meter sprints in under 6.4 seconds.
  9. Complete three Laws of the Game exams throughout the promotion period.
  10. Be observed at least four times with an overall average mark of at least 71.


Please note that there is a strict seasonal time limit. The promotion season commences on the 1st August and finishes at the end of the playing season. There are no mid-season promotions. 


Referees who complete the criteria for promotion to Level 3W will be nominated to the FA and the FA will then decide on who is promoted based on official requirements at that level and the average marks achieved.
